Quantitative easing is a regimen whereby central banks (FED, ECB, BoE, BoJ, PBC) buys debt from systemic (very large) banks typically in the form of treasuries and sometimes mortgage backed securities and corporate bonds. The effect is inflation in the prices of stocks and property. One visible effect of QE is massive construction of (often empty) office buildings.
